Vulnerability and safeguarding are responsibilities shared with partner agencies, but it is often a Police officer who makes the first contact.
Vulnerability takes many forms. For some it means the risk of domestic violence whereas others might pose a risk to themselves, and children who are at risk must be safeguarded, and where relevant their school must be contacted… There is of course an ever growing number of support agencies that Police Forces must partner with, but it is frequently a police officer who will attend an incident and become the first point of contact. That officer will need to complete assessment forms, and following this, most Forces now have a dedicated team who will process vulnerability intervention assessments, engaging with one or more partner agencies, to ensure the vulnerable person gets the right help. The result is an ever increasing consumption of police resources.
Corvus Vulnerable Persons Assessment (VPA)
Corvus VPA delivers an optimised yet comprehensive end-to-end assessment and referral process for protecting vulnerable people. The system constructs a single assessment as a ‘superset’ of individual assessments, or ‘streams’, that target specific risks. But VPA doesn’t stop there. The system also pulls together a history of incidents around the involved parties, which the officer can choose as relevant or not, and finally personal details are retrieved if the vulnerable person is known to the system. Answers to assessment questions are pre-populated, only requiring confirmation. The result is an enormous reduction in administrative effort and an increase in officer availability.
VPA sees the process to conclusion, with help to build the intervention plan, and oversight of the referral process including automated communication to partner agencies and organisations. For example support services, or schools in line with Operation Encompass… To round it all off, VPA writes back to the Force RMS.

Case Study Example
Given the substantial increase in demand over recent years on frontline officers and support staff, Corvus VPA can prove to be a compelling investment, maximising frontline officer availability. To give an indication of the effectiveness of Corvus VPA, one metropolitan force cited:
- A drop-off of over 75% manual administrative effort across the referrals team.
- Around 20 minutes saved for every assessment form completed – a time saving equivalent to 5-10 full time frontline officers, given the number of assessments and referrals being handled.

Mobile App
The following screenshots outline the flow through an assessment after a reported incident (test data). The Corvus mobile app greatly speeds up the process. Firstly, data already stored against RMS or CAD/C&C is pre-populated, only requiring confirmation. Secondly, repeated questions from various questionnaire ‘streams’ are combined into a single set.

Features and Benefits
- Maximises safeguarding – prevents missed opportunities for interventions
- Efficient – reducing costs and administrative effort, throughout the process

Corvus Vulnerable Persons Index (VPI)
VPI provides a full ranking of vulnerability for all persons known to the organisation, delivering an instant view of the vulnerability which should be taken into account when dealing with the individual.
Every person’s event history and profile can be used to determine a measure of vulnerability. Each and every interaction is used to contribute to the overall assessment with the event types weighted according to configuration rules set by the specific Police Force. VPI even considers known associates and relationships in calculating a person’s overall vulnerability.
