The challenge for modern investigations

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services published a report in early 2025 – An inspection into how effectively the police investigate crime which showed there is a national focus on the quality of Police investigations. The issue of poor quality investigations features among the top risks for many Forces. Investigation of Crime, Performance, Quality and Workload are all seen as contributory factors. It is widely acknowledged that there is a need to make better use of technology, to aid officers in performing to the best of their abilities, supporting them with the tools they need to run high quality, focused investigations while reducing workload. 

Introducing CHLoE

Partnering with a Metropolitan Force, we are taking the next big leap in AI by developing CHLoE, the Corvus Helper for Lines of Enquiry – an AI algorithm designed specifically to boost the core field of criminal investigations by reducing painstaking labour while guiding priorities. CHLoE is designed to be trained by your existing investigation data, sourced from your RMS, C&C or any other integrated data source. Underpinned by a knowledge graph spanning multiple data sources, CHLoE will systematically analyse and organise crime-related data using an LLM and machine learning technology. CHLoE aims to:

  • Quickly find patterns – that would otherwise take many human hours, yielding intelligence and links
  • Prioritise actions – indicating to investigators where to concentrate their efforts

CHLoE is a fully integrated solution, helping officers with their Lines of Enquiry. The innovative approach taken by CHLoE is designed to provide insight in three critical areas: 

  • Simplified Data Presentation 
    A streamlined view of data associated with crime reports, helping officers and investigators to quickly interpret key information, identifying potential lines of enquiry. 
  • Automated Crime Profiling 
    Intelligent profiling of crimes to surface valuable insights, highlighting information that supports investigation progression
  • Investigation Status Analysis 
    Evaluation of the status and data landscape of ongoing investigations, prioritising cases. This includes recommending the investigations most likely to yield successful results, while flagging cases that may require a change in circumstances before further effort is invested. 

The analytical model aims to guide, prioritising recommended actions by predicting the activities most likely to yield positive outcomes.
